Our Story
Focused on Care was established in October 2018 by founder and Director, Gavin Dunlop. It was clear to Gavin from his experiences working for a local funding body in the health industry that there was a gap between the provision of high-quality services focused on the individual and what was being offered. He established Focused on Care with the aim of offering people with disability an option catering to their goals and needs and giving them an opportunity to engage in different activities in their community which they otherwise may not have been able to do.
Focused on Care started servicing clients in Toowoomba and have since grown to providing services across South East Queensland, from Roma to Brisbane.
Focused on Care is a Toowoomba based organisation dedicated to doing things differently. We provide high quality services for people living with a disability across South East Queensland.
Focused on Care offers a range of services under the National Disability Insurance Scheme (NDIS), National Injury Insurance Scheme Queensland (NIISQ) and the Department of Veteran Affairs (DVA).
NDIS specific services we provide include:

- Assistance with Self-Care Activities
- Life Skills Development
- Travel and Transport
- Supported Independent Living
- Short Term Accommodation and Respite
- Specialist Disability Accommodation

Our Team
Gavin Dunlop
DIRECTOR
For more than a decade Gavin has worked in service delivery focused roles from client facing through to executive level. During this time he’s seen members of the community, especially those in rural areas, not being afforded an appropriate level and quality of care they deserve and established Focused on Care to contribute to changing that.
Gavin drives his team, and the business, to be the best they can be and to think outside the box when it comes to delivering services to both Focused on Care’s clients and the broader community.
Gavin relocated back to Toowoomba after 13 years in Brisbane and Canberra before the birth of his daughter and is proud to call Toowoomba his home.
John Dennehy
Chief Operating Officer
After studying at James Cook University, John developed a strong passion for rural health working in rural and remote practices for several years from private practice, to aboriginal health, to work site assessments.
John started with Director Gavin in October 2018 becoming General Manager. John has also stood as the Deputy Chair of the National Rural Health Alliance from 2017 – 2019 and is a Sessional Lecturer at the University of Southern Queensland in Sports and Exercise Science. John is also currently completing his PhD.
John’s main interests are Cardiac and pulmonary rehabilitation, chronic lower back pain and autoimmune disorders and metabolic conditions such as chronic kidney disease and diabetes.
Khloe Fanning
Corporate Services Manager
Khloe started with Focused on Care in June 2020 and whilst her background may not be in the industry, she has developed a passion for the disability industry since starting with Focused on Care and can’t wait to see where the organisation goes next. She is thrilled to be part of a rapidly growing organisation and enjoys the ever changing nature of the role.
Khloe has a Bachelor in Business Administration majoring in Human Resource Management and is a key leader in the Corporate Services Team of Focused on Care.
Jodie Ballin
Clinical & Restrictive Practices Manager
Jodie started with Focused on Care in a part time role as the clinical Co-ordinator in June 2019. At this time, Jodie also worked as a registered nurse at the Toowoomba Hospital. In August of 2021 Jodie made the decision to leave Queensland Health after 12 years and move across to Focused on Care full time where she is able to work in a rewarding and fulfilling role within the disability industry. With Jodie’s clinical expertise and experience, Focused on Care are able to safely support clients with complex clinical requirements.
Gabrielle Clarke
Finance Manager
Gabrielle started with Focused on Care in May 2023 and hit the ground running with her experience in the Disability Sector. She has 5 years’ experience in Disability and 16 years Financial Management experience in the Community Sector overall.
Gabrielle has a long and ongoing commitment to organisations that service the community and enjoys both the challenges and the achievements that come with the role. She says, ‘being part of a team that supports people, makes this much more then a job which is what inspires me each day’.
Gabrielle has a Bachelor of Accounting and is a member of CPA Australia.
